In the period 18-22 March 2019, there was the 62nd regular session of the Commission for Narcotic Drugs, CND, attended also by the representatives of the Office for Combating Drugs of the Government of the Republic of Serbia. Apart from active monitoring of plenary session, our representatives took part also in several side sessions that dealt with the topics recognized as up-to-date and useful in implementing drug policy in the Republic of Serbia. The regular session of the Commission for Narcotic Drugs considered and adopted 8 resolutions that would be forwarded to ECOSOC (United Nations Economic and Social Council) for further verification. It is about the following resolutions:
- Strengthening international cooperation and comprehensive regulatory and institutional frameworks for the control of precursors used in the illicit manufacture of narcotic drugs and psychotropic substances
- Supporting the International Narcotics Control Board in delivering functions envisaged by international contracts in cooperation with member states.
- Promoting preventive measures for hepatitis C transmission among drug abusers;
- Strengthening measures for detecting and identifying capacities for manufacturing illicit drugs for non-medical purpose, through promotion of international cooperation;
- Promoting alternative development as a development-oriented strategy for controlling narcotic drugs;
- Promoting efficient and innovative approaches, through national, regional and international action, in order to respond to multidimensional challenges of synthetic drug abuse particularly synthetic opioids for non-medical purposes;
- Strengthening member states capacities for adequate evaluation of the necessity to use controlled substances for non-medical and scientific purposes;
- Promoting measures in prevention of HIV and other blood-borne diseases among female drug abusers, as well as women who are particularly exposed to drug abuse related risk factors, including improvement of approach to medical treatment after rehabilitation. Additionally, recommendations of subsidiary Commission bodies were considered, report on UNODC (United Nations Office on Drug and Crime) activities from the previous session of the CND, report on global situation related to drug abuse, illicit drug trafficking, answers to HIV and other blood-borne diseases dispersion among drug abusers etc. Additionally, there was a discussion on the topic of availability of narcotic drugs and psychoactive substances for medical and scientific purposes. Operational contacts with the representatives of several regional countries were made (the Republic of Slovenia, the Republic of Croatia, Bosnia and Herzegovina and Montenegro); with representatives of international organizations (EMCDDA and UNODC), as well as with representatives of the civil society organizations from the region, with the aim of exchanging experiences and good practice for promoting the operation.
